A basic solar home system providing lighting, phone charging, and a small radio/TV can cost US$500-$700, beyond the reach of most rural families. Around 40% of Papua New Guineans live below the national poverty line (World Bank, 2021), with very little discretionary spending capacity.
Infrastructure and cost barriers are formidable. Capital costs for power plants in PNG can be 2-3 times higher than in comparable countries, a 57 MW gas plant near Port Moresby cost around $2,000 per kW versus roughly $750 per kW for a similar plant in Australia (World Bank, 2019b).
