Germany''s government has proposed to reform the country''s rules that govern CO2 storage and transport to pave the way for the large-scale application of carbon capture and storage (CCS) or utilisation (CCU) as part of climate action efforts.
Germany needs to make additional legal changes for its carbon storage plans. The cabinet has proposed a reform of the country''s rules forbidding to dump waste and other materials in the sea, as well as a law to ratify the amendment of the London Protocol to allow CO2 export for storage offshore in other countries.
The intention is to make it possible for Germany to use CCS/CCU and to transport CO2 and store it offshore. CO2 storage will not be permitted in protected marine areas. The strategic focus for the use of CCS will be on hard- or impossible-to-abate emissions. CCS stands for carbon capture and storage, and CCU for carbon capture and utilisation.
